Every single car I've owned I've bought for under $1,000.
The car I'm driving now is a 1987 Volvo 740 turbo Station wagon. It's not too pretty but its got character, I have stickers on it and stuff, but it runs strong! I've had it for 2 years with no major issues at all. Fixing it, with routine maintenance and replacing some things like tires, I've put maybe $600 into it in addition to the $900 i paid for it.
If you're going to get a good, solid car, I'd say go for a Volvo or a Honda. Old Volvo's are solid tanks, wonderful vehicles. If, and I hope it doesn't happen, a fender bender should occur, Volvo's incur little damage. Mechanically, they might be a little more expensive than an american car to fix, but you won't have to fix it that much.
Hondas are great, easy and not expensive to fix, and are known to last a very long time as well.
For the record, my car also has 281,000 miles on it and still going strong. It all has to do with how the previous owners took care of the vehicle, etc. Just do some research and have a mechanic take a look at the car!

Honda or Toyota. If it has 100,000, which it likely will, get the timing belt changed right away, it will save you thousands of dollars fixing it now, if it blows while driving, you might as well go get a new car. Good luck, and happy driving!
