Better yet, why do they even have seats that go up in the ladies room? why not just bolt them down and live in harmony? It's almost as bad as having urinals in a chicks room. And why do some ladies rooms have couches and carpet, etc? Are you all better than us? I have always been jealous of that.

I used to until I found out the reasons why the seat may be up:
If it has just been cleaned they leave the seat up so in a quick glance Mgmt knows which ones have been cleaned.
or
A Mother brought in her small son because she can't go into the mens with him.

At least I hope it's one of the two!

One of my friends who is a manager at a local bar told me that in the women's restroom on the bottom of the lid (if you flip it up) it says in permanent marker "You're in the Wrong Bathroom". That way if a guy gets too drunk, he'll know he walked into the wrong room.

No.
My Mama taught me that if the toilet seat is dirty and/or you don't want to sit on it, to lift the seat with some toilet paper and crouch over the toilet to pee into it.
That is also the way you collect urine samples mid -stream for the doctor. Pee a little, stop, pee in the cup, stop, pee the rest into the toilet.

No, I just assume noone has been in the bathroom since the Janitors clean the bathrooms.. so.. no, I dont.. unless someone walked out.. before I went in.. then Id just guess she pretended to go to the bathroom.

No. At my school, usually it means that the custodians recently cleaned it and no one has used it yet.
