The best thing you can do is ask permission to do the birthday party at the daycare . That way all the kids are there ,as well as the teachers, assistants etc... As long as you know how many ppl you gonna deal with ,you are ok to go shopping and buy what you need to do this party at teh daycare.
But if you are friends with all the kid's mom , than handing out invitations is the best way to go ,to take the party out of the classroom and a more exciting place for kids like chucky cheese or a playground where you can make reservations.
Cheapest would be in the daycare. You dont have to pay for the place or anything. Just buy a few balloons, birthday hats for kids, some chips, juice, candy and bring in the cake!!!!! That is what im gonna next month for my soon to be 4 yr old!

I've thrown two of my toddler's parties at the church. We used the education building which is used to kids and mess. I planned the games with help from a preschool teacher. http://birthdaypartyideas.com has a lot of age appropriate/themed games. The church just asked for a donation (I gave $25). I did the parties in the afternoon, so the only food I served was cupcakes and icecream. I served water to drink. Most of the parents stayed for the party, so I asked them to help keep the kids doing the activities. It was a lot of fun and not much $$$$. Good luck!

I was already thinking about this same topic for my daughters 3rd b-day and it's in Dec. LOL...But do you have a Chuck-e-Cheese? or Gymboree? or any open gym place with gymnastics near you? Or like someone else said, McDonalds is good as long as they have a play place, and I think they are pretty affordable also suggested was an outdoor party at a park if the weathers nice...

try build a bear workshop
they play games with the kids and whatever you spend on the party the kids get to spend to buy an animal
and the birthday child gets a free autograph bear and gift bag and all the children get gift bags all of which is included in the price
it's a minimum of 10 dollars a child for a minimum of 6 children
so it can be as little as 60 bucks or as much as whatever but it is totally up to you
this is awsome for 3 yr old girls

We're having our son's birthday party at a local state park. We're only about 15 minutes from there. You could try some kind of zoo or something. We have 2 petting zoos where we live. You could even do it just at a park in one of the pavillions or something! :o) Good Luck! **www.happysahm.com**

I would go to a library and look for some cute party treats just for kids or even on the internet. make some party games even play outside.

i don't know how much it will cost but you can do a pizza hut, or McDonald's or set something up at a park for them to run around, play and eat.
