As low as possible. Squeeze the finger to eliminate any excess blood. Shake it from side to side (but away from anything you don't want to get blood all over). Finally, apply a tourniquet to the arm and neck.

You should hold the finger above your heart to reduce the bleeding, its so the heart has to pump the blood up to the injury. Also wrap the injury in a clean rag that doesn't shed(no toliet paper), hold onto the rag tightly but not so tight as to cut off circulation. If your fingertip goes blue your hanging on too tight. If it doesn't stop within 15 to 20 min go see a Dr. or if it is bleeding really hard. Also don;t drive you can pass out from loss of blood.

Well first I would not cut your finger holding it up. This is the most difficult way to cut your finger. Always use a cutting block and a sharp knife. I cannot figure out why you would want to cut your finger but that's not for me to comment on.

i would wrap it with a steril dressing and hol it abouve your hart levil and this should stop it. then badage it
