At school (I attended a junior college, BTW), I see MANY beautiful Vietnamese females (and I ain't gonna lie; I'm a flirtatious dude!) and I want to tell them "You're beautiful" in Vietnamese. (BTW, if you're Vietnamese and/or you know any Vietnamese, you had better NOT tell me to say the inappropiate thing! Not being mean, just so you know.)

I don't think this is a good idea. Most asian cultures frown on that sort of thing. Why don't you go over to them and say hi. Just be yourself. Then you can actually learn vietnamese from a real viet.
If you are really desperate to speak viet just say:
Chao Ten toi la... (tain toy la) Hi, My name is...

just say---> Dinky dow and they'll think your cute & funny if they say anything back you can't understand say Fi fi fi. dinky dow is a funny kids game in vietnam and fi = yes! good luck!
