Are we talking restaurants that I've been to or restaurants that I'm dying to try.
As far as best by reputation and would die to try I would say Per Se, the the Time Warner Building. No Two ways about that
My favorite restaurant, which may not be the best if Capsuto Freres, some of the best and reasonable French food in NYC. But I have so many favorites. This is just the current.

BLT Steak
-The porterhouse is amazing, great NYC ambiance

Wolfgang's (Park Ave.)
-Very much like Peter Luger's, but in a swankier atmosphere

Sparks (you can tell I love steak)
-More casual, always a great meal

Le Bernardin
-Terrific french food

Nobu
-Make a reservation a month beforehand or you're not getting in

Megu
-The Kobe is to die for and there is a great bar/lounge scence

Smith and Wollensky 3rd Avenue,Manhattan,New York.
This is one of the best for fine steaks and eye popping characters.Go Friday at 5 p.m.,have several drinks at the bar,this is the place to see and be seen at.Then stagger to your table.Beware ,the barmen are good at filling your glass up as soon as it is nearing the half way mark.

Bar Tabac in Cobble Hill Brooklyn but the owner G. Forgeios owns 4 other - each distinct - throughout the city.
