are u talking about a dog or a young lady?
but to answer u'r Q for a young lady, not only is there bloating, water weight, cramps, PMS, being on the monthly, cravings (mostly for chocolate).they also could already be pregnant or just ate something with a lot of sodium. but if they are, they can take u'r head off just for looking at them the wrong way (PMS).
u'r using the term "in heat", find another term. we're not guys and we're not dogs.

Women get bloated when its that time of the month so yeah I would say so.
