Depends. 1.7 isn't bad at all for a High School athelete, is slower than ideal for a starting RB in college football, and is way below olympic sprinter caliber. If you're 17 and 190lbs with a frame to add more, that's good. You won't get slower in your late teens and early 20s, even as you get bigger (unless, of course, you stop working out). If you're 190 and that's all your frame can hold, better start training with more focus on speed.
