Only the veterinary surgeon (technician) really does it. Veterinary nurses (assistants) are allowed, behind the scenes, at a vet's discretion (I believe), but as a client, a vet would do the job for you.

Veterinarian's are only allowed to euthanize and animal. The drug used to put an animal down is controlled and requires a vet's signature for usage.

The Vet and the tech can help, but the right amount has to be given as to the size of the animal. That is how it is in our state. I'm sorry if you had to experience this with one of your pets.
