Talk to him, get to know him better. Don't be afraid that he doesn't like you. If he does great! If he doesn't, move on. You say he never talks to you? Worst case scenario is that things will remain the same after you take the first steps. The way I see it, you have alot to gain, and little to lose. Go for it.

then you go talk to him. if he seems uncomfortable with it then you have your answer that he doesnt like you but if the convo. goes well then maybe he does. start off the conversation by saying hi when you see him and then bring up something that you both have in common so then both of you will have something to say.
