If you have the new Adobe Photoshop CS2 then it has the new feature where you can use the layers to make an animation and you can save it as a gif or other extensions. I highly recommend it because you can edit your pictures with the same program.

Photoshop with Image ready.. It is easy, you just create your laters with each containing the thing/word you want to animate and then click to move them from Photoshop to Image ready where you create the animation by adding frames (Which are actually layers) and saving the file as a gif..

I hope this helps & good luck,

I use Macromedia Flash MX, and Macromedia Fireworks MX. I have the Gimp, but I don't like it as much. Fireworks MX for making animated gif's.

It's not the best way, but I think you can use Macromedia Flash. I'm sure there are also programs you can download to do it for you.
