He doesn't. God allows Satan to starve babies, kill innocents with disease, start holy wars and create Emo Music.

Why would he stop him from misbehaving in hell.

God obviously wants Satan to be Satan, unless he is less powerful than Satan and can't stop him.

Or neither exist.

There needs to be a point were Satan tells god he is being a bit harsh. God has no room to tell Satan anything.

When Satan is trying to divert humans away from God's Will and what is supposed to happen with the earth... if you read the book of Job, in the Old Testament of the Bible, or Matthew 4 in the New Testament...

I don't think God and Satan have talked much since Satan tempted Jesus in the desert.

Satan is master of Hell but it is people who send themselves there when they make God their enemy.

So neither Satan nor God are being too harsh. We doom ourselves.
