I'm not sure of the new laws, but I have to fly from Toronto to Halifax and I'm getting my passport renewed. Can I just use my license?

A Canadian citizen does not require a passport to travel between Toronto and Halifax; or any other two Canadian cities.

Government issued photo identification will be required; I would also carry at least one other piece of additional identification.

No, you do not want a passport to fly from any holiday spot in Canada to the different Canadian holiday spot.you purely want the passport in case you enter yet another united states from Canada.

As long as you fly within Canada you do not require a Passport. You will need a government issued Photo ID such as a driver's licence.
