Call around to find out if any salons in your area have educational nights or training sessions and if they are looking for any models. Sometimes the sylists are advanced, but they need extra practice or more advanced training. The cuts are usually free and I think they charge a small fee for color services to cover the cost of the products.

If she had long hair, locks at least 10 - 12" long, then her hair could be donated to Locks of Love and other organizations that use real donated hair to make wigs for kids who have lost their hair due to cancer, for example. Since she has short hair so I would consider finding a friend that feels capable to cut it or explain to a beauty school what you are trying to do for her with the makeover, perhaps they will do it for free, probably discounted anyway, especially if you explain that you are willing to wash dry and style it afterwards.

Just get some clippers and buzz it all off.
It's drastic, sure, but it sounds like this girl is fighting a losing battle. If it's that short already and it's such a mess, better to buzz it all and have her start over. It'll grow back looking much better. If she's uncomfortable being seen with a buzzed head, try hats, scarves, and maybe a wig until it grows out. And have her get regular trims to prevent split ends and avoid overprocessing.

Find a beauty school in your area- they offer services from haircuts to highlights for free or at a fraction of what you would pay at a salon. The work is done by students but is always supervised by the teacher.

Call around to the local shops and ask when they might be going to a hair show. They usually ask for volunteers to get a free cut if you model for the show. OR...go to the barber shop and let a barber cut it...it's cheaper! OR...do like my daughter in law did...buzzzzzz it! That takes care of the split ends and she can go gaa-gaa with the earrings! If you go to high school they have vo-tech that has cosmetelogy schools sometimes the students in the class need people to style or cut on. Or you can get coupons or have like a make-over party and give her a haircut and make-up so she won't suspect that much, but you will need to give it to other girls too.

Take her to a beauty salon, get her hair done to look all pretty, and than run as fast as you can out and DON'T get cought (wear sneakers, not heals)!!!!! My friend did it once.

you could cut it, your friend could cut it, maybe your mom, your neighboor that owns a hair salon, or your friends mom :)
or go to the hair salon and pay.. i would recommend going to the hair salon.. they will do a good job.
