H1b form is a employer to allow you to work in the country. the I-129 is for non-immigration worker.
They seem to be the same yet one is saying that the company wants to bring you in the U.S. to work for them, the other is saying you want to come in and work and not immigrate to the country.
The company pays the feels for the H form, and you need to pay 190 dollars for the I-129 form, and wait for the visa.

Arent they both one and the same? I mean INS and service center. It has to be mailed by your employer to USCIS along with your I-129
