Don't know, but I've been fishing power plant lakes in Central and Southern Illinois since March 1. Plenty of tournaments at these lakes all through winter,so I assume you can fish whenever you want as long as you have a valid fishing license.

That all depends, I know in PA, the first day of trout season is Apr 15, however, if you read the regulations, you can fish all year round, but trout season is from 15 April, to the following March. Granted, fishing during the winter is pretty rough, but if you get the itch to fish, you will do whatever to scratch the itch.
