after a period of disturbance and violens in an area a senior management within the constabulary (an inspector or above) can issue a section 60 within a defined area.
This can only be for 24 hours at a time, and must be reviewed and re-issued each time, and each time must be justified.

The power is that under the act, in the specified area in the speified time, the police have the power to stop and search any person for weapons or evidence of organised violence.

But the thing is once the esction 60 is in place anybody can be searched regardless of the types of people who were involved in the original violence or disturbance.

The reasoning for this is to minimise the danger to members of the public form armed hooligans who want to batter each other and damage people's property etc,

Its great police tool to minimise violence in a very short term manner, if used and maintained properly.
