It's all about your heart rate. You should be aiming to workout at least at 70% of your heart rate max level. Once you build a base over many months, you can pick it up to 80 and even 90% of your heart rate max. I ran a 5k race earlier this month with a heart rate monitor strapped on, I never went below 90% of my heart rate max throughout the race.
Here is the generally accepted formula for your heart rate max: 220 - Age.
Science shows that HIIT cardio workouts are the most efficient and best for cutting subcutaneous fat from the midsection (and they take less time to complete , they are tough as heck though). Go to wikipedia.org and look up 'high intensity interval training'.
As an example, you might wanna sprint on the rollerblades for half a mile and then go easy for another half mile and then go all out again for another half mile.... and so forth for several intervals.

It's perfect. My husband is the same way and he started roller blading 3 times a week for 20 minutes and the weight started coming off of him really quickly. It's fun too.

Yes it can be if you do it for long enough and at a high intensity (not coasting down a hill).
The American College of Sports Medicine offers guidelines for cardiovascular, flexibility and resistance training. The guidelines are flexible enough to allow you to pick your own exercises but have enough structure to get you going when you first start out. They are pretty easy to follow and will make your workout easier and more efficient.

Of course, especially if you love it and do it lots, there's nothing better for exercise than one you do happily and often.
Just keep in mind to be fit and not thin, a bony rack is never hot, no matter what TV tells us. But in real life, fitness looks great.
So get out and enjoy the spring on your rollerblades!
