Billy, although they are washing it at the same time.. they are still washing two different pieces of the car.. and they were washing the same car the first time, and Bob took longer..so Billy will finish first.

Bob will finish first as billy will finish his side of the car but Bob is slow and he will be the one to finish the cleanin.
