You seem to be getting some weak answers. The idea of studying the word of God is contained throughout the Bible (Why did God give us the word, which Jesus said is more important to your life that food (bread) if we are not supposed to read it?). Some exemplary passages:

There is no provision that says we should read the Bible. Reading the Bible is not necessary, otherwise illiterate people would be at a distinct disadvantage spiritually. The Bible is a help, it is not a thing of worship.
Originally, the Bible was used only by the enlightened clergy. It was kept from the common people, who were required to follow the instructions of the clergy. That way, consistency was maintained.
It's not a coincidence that the increase in literacy and the advent of printing press technology coincided with the breakukp of Christianity into multiple denominations over time. The more people can read and interpret the Bible, the more interpretations you'll have. And that's what a different denomination is, a different interpretation of the Bible.
But failure to understand, or even read, the Bible is not stated anywhere as a sin or requirement.
The verses that say we should have a relationship with Jesus don't do so in those terms, but there are many in the gospels to the effect of no man getting to the father except through Jesus and all that. Read the Gospels.

Please see Hebrews 4:12, Eph 6:11-18, 1 Peter 3:15, 2 Tim 3:15...... Also remember that we are to follow Jesus and Jesus knew the scriptures. He used them to make satan go away in the wilderness when he tried to tempt the Lord. See John 15:4-6.... Matthew 7:23 says that Jesus may say I never knew you....because you could have been going to church, praying and acting Christian but inside you never knew Him. ... James 4:8 says if we get close to Him , He will get closer to us.

Proverbs 4:5 do not forget, nor turn away from the words of my mouth. That alone is telling us we should read the bible and not turn away from it. When we read the bible we're communicating with god we're connecting with him. The bible is life and we can't live without it. The whole bible tells us how to have a relationship with God. John 1:43 Follow me. When your following orders and obeying the commandments your having a relationship with God.

2Timothy 2:15 Do your best to please God. Be a worker who doesn’t need to be ashamed. Teach the message of truth correctly.
Some translations render the word translated here "do your best.." as "study."
Probably the best single passage for "relationship" is Ephesians 1:3ff where Paul writes about the blessings that are "In Christ."
Issachar: The Bible doesn't restrict who can read it. The catholic apostasy came up with that, it was NOT TRUTH.

Dear one--staying in the word is a common theme in many Psalms. I will seek them and return to edit in passages as I find them.
First to come to mind is:
"Faith comes by hearing and hearing by the word of God." Romans 10:17
"This book of the law shall not depart out of your mouth - but you will meditate on it day and night, so you may observe to do all that is written therein: for then you will make your way prosperous and will have success." Joshua 1:8 (Read all of Joshua chapter one - great passage!)
"If a man love Me, he will KEEP MY WORDS: and My Father will love him, and He will come unto him and make Our abode with him." John 14:23
"If you abide in Me, and My words abide in you, ask whatever you will and if shall be done to you. Herein is My Father glorified that you bear much fruit, so you will be My disciples." John 15:7-8
Sheesh... so many... You can certainly also find dozens of admonitions in Proverbs as well... never minding that we are told Jesus WAS the Word in John 1:1...
OH! You said also relationship with Jesus...
"But seek first the Kingdom of God, and His righteousness; and all these things will be added unto you." Matthew 6:33
"Be therefore imitators of God, as beloved children, and walk in love, even as Christ loved you, and gave Himself up for us, an offering and a sacrifice to God for an odor of a sweet smell." Ephesians 5:1-2

The complete first chapter of Psalms speaks of how we should read in an undertone, day and night, the word of God.
Psalms 1:1-6
1 Happy is the man that has not walked in the counsel of the wicked ones,
And in the way of sinners has not stood,
And in the seat of ridiculers has not sat.
2 But his delight is in the law of Jehovah,
And in his law he reads in an undertone day and night.
3 And he will certainly become like a tree planted by streams of water,
That gives its own fruit in its season
And the foliage of which does not wither,

There really is no place in the NT that says you should read it, as a matter of fact, it was forbidden for those who were not priests to read it for centuries..
