There must be an interpreter, when done in front of a masses... refer to 1 Corithians chapters 13 and 14... but here is the verse about an interpreter.

Someone who regularly speaks in tongues but without interpretation is using their prayer language(and sometimes with this there is interpretation but not always). It is to be between them and God. There is also speaking in tongues for a public assembly and this should have an interpretation.
This is talked about in I Cor. 12-14..So in essence, there are 2 times that tongues will be used: during prayer and during the public assembly. The public tongues should always have at least one interpreter.
Unfortunately, you are getting a lot of nonsense answers on this one. This is a question that will separate the wheat from the chaff..good question!!

First, the bible states that the gift of speaking in tongues is a minor gift, meaning do not make it out to be more important than the other gifts, make it a bit less important.
To understand why we as humans would like to make it so important, you have to go back to the story of babylon, where God not only scattered all the people, but he also jumbled their tongues, meaning they no longer all spoke the same language.
Now fast forward to New testament times. God gave the apostles the ability to speak in tongues. Meaning they could speak Hebrew to someone who spoke only Greek and the Greek would be able to understand every word that the Hebrew spoke.
I personally would love to speak Amercian English and have all other languages understand what I am saying.
As for the people who speak gibberish that no one can understand, there is no biblical basis for it and it can actually harm someone who is trying to walk closer with God and have another human tell them that if they cannot understand it, they have somehow failed God.
I do find it interesting that there are many who claim to speak in tongues, but very few who claim to be able to interpret it.

In my opinion, there are different kinds of tongues and not all are for interpretation. Some is just the spirit making intercession for someone or something and there fore needs no interpretation.

I believe it is to enable people who speak different languages to understand each other. Like the example that Cindy gave of the Greek understanding the Hebrew. It can also be the ability for some people to learn many different languages, or one language quickly. Wouldn't you consider the ability to speak 7-10 languages a gift?

i havent been gifted with speaking in tongues,my interpretation is its heavenly language when spoken is to be interpreted to all in the house of the Lord,i find it disturbing when someone consistantlyspeaks w/o interpretation thats not bible

My belief is roughly the same as Cindy's. In fact, she covered it so well I wouldn't even bother answering except I'd like to add a couple of observations.
First of all, has anyone besides me noticed that the most militant Christians do seem to be those who refer to themselves as "born agains" or "chrismatics"? In fact, at times they seem to be downright hateful. (For instance, the Westboro people are "charismatic".)
I think that, while most of the charismatic stuff is fake, there truly IS a spirit behind it, and a great many people are actually being led by that spirit to babble in tongues, fall over as if in a faint, laugh hysterically at the least opportune times, stumble around as if drunk, and actually behave lilke barn animals during a church service. I have actually seen with my own eyes a lady in church under the influence of the spirit doing a very passable imatation of a chicken.
I seriously believe that the sprit influencing these people is NOT HOLY at all...in fact, I think that it is nothing less than the same lying spirit that we read about in Genesis, and that we are warned "prowls about like a hungry lion, looking for gullible souls to devour" (my paraphrase).
Just for good measure, how many people know that there are cults that worship Satan that do the EXACT SAME THINGS??
Christians, please, take warning. If you have not yet been "gifted" with this "miracle", run, do not walk, to the nearest exit while you still have time!!
Remember this...God has promised to actually send a strong delusion to strengthen your belief in a lie, if you refuse to believe the truth when you hear it. (Please read prayerfully the second chapter of 2 Thessalonians.)

Well the Christian view is that speaking in tongues, and other related Gifts of the Spirit only existed when God dwelled on the earth, and therefore any time period outside of the New Testament signifies the work of Satan.

2. Every scientific study done on this phenomenon has found that people who speak in tongues are simply rearranging the syllables in their own language to utter gibberish. They are not actually speaking languages they do not know.
