Can't you block the number with the cell phone company (especially if you tell them its a stalker)?
If not, you can be harsher with him since he's not hearing you and just tell him straight out that you don't want to hang out EVER (if you just told him you don't want to date him, he may take that to mean that he can "just be friends" with you).
If not THAT, then you can do the more drastic step of getting the police involved and potentially a restraining order. Before you go down that road, you may want to consider just changing your number and letting your friends know that this guy is not someone to give it out to. Hope that helps!

I don't think his current actions dictate calling police as they probably can't do anything about phonecalls to ask you out. However, if his calls or actions start becoming threatening or abusive, that is worth a call to the PD. You may have to keep records of the calls though or atleast have some detailed information.
For now, it sounds like he is not giving up. Do you by chance have a good guy friend that could step in for you? Maybe he could let the guy know his contact with you is not appreciated. I think if it came from another guy(hate to sya it, but especially if he is a big guy), it may hit home a little more.
Can you change your numer, screen your calls, threaten to call your local phone company and report his unwanted calls?
Anyway, good luck. It may get worse before it gets better. Oh and to the guy who said you sounded stuck-up, well, maybe he was a stalker in the past himself!

Wow, I had this same problem about a year ago. My stalker was the youth director at my church (I was out of youth at the time). He'd gotten my number and was constantly calling me. He even followed me everywhere! He showed up at my school and at my part-time job "just to say hey". He would ask if I wanted to hang out and when I would say no he would get really angry and hang up on me just to call me back the next day. When I started dating my now-boyfriend, I told him about my stalker. He told me the next time my stalker called, he wanted to answer it. Well, the next time he called, my boyfriend and I were at a restaurant with some friends of mine and when he answered and when he told him I didn't want to talk to him and to stop calling me, he actually showed up at the restaurant and tried to start a fight with my boyfriend! I told my parents and authorities at the church about it. My father told him if he ever came near me or anyone affiliated with me again he'd make certain that he'd never come near anyone else in that way. Take from someone who's been there before: take out a restraining order against him!

Politely ask him to stop calling. If he doesn't, alert an authority figure such as the police. My best friend had this guy stalking her for about a year. Her father spoke to him about it, but he still followed her around, found out her schedule at college (she had to find a different way to class; every where she turned, there he was), sent her creepy e-mails, and a bunch of stuff. She and her dad asked him to stop multiple times, but they had to end up getting a restraining order put against him.

all i can tell u is to try telling him again that u dont want to hang out with him and that u dont like him having your # if he still is calling you change your # and if he still gets is somehow CALL THE POLICE!!!!
