These frequencies are use in microwave radios. Other than that I don't understand what you are looking for. Propagation would be the speed of light, etc.

you will have to be a little more specific. 26GHz and 38GHz are frequencies. if you want to know how to measure them you first must let us know what the medium is...aka is this RF? or acoustic?
