Really, it depends on what type of recipe you are talking about. Most recipes can be changed to suit the tastes of the chef, but there are some things that cannot be left out. For example, not putting baking soda in break could cause the bread not to rise properly. Not putting cornstarch in a soup could cause it not to thicken. However, if you are talking about substituting something or leaving an ingredient out, only the taste of the dish will change. Cooking is all about experimentation anyway, so try it and see what happens!

Some things are essential, especially leavening. Never, ever, ever change the amount of baking powder, baking soda, or yeast that you are told to insert.
Other things you can mess around with. Like onions in a stew. Take them in, leave them out, it's a preference.
My usual method is to follow the book a few times to make sure I have the gist of the idea down, and then begin playing with the food after that.

a couple things could happen:
1. the recipe turns out just fine
2. you have created a new dish
3. the recipe turns out horrible and uneatable
most of the time if you follow close to what it says, you will be fine, if you start changing ingredients, you could come into some problems but you may come up with something so delish that everyone will want the recipe so make sure you write it down!

Its no big deal unless you are baking, you have to remember that a baking recipe from scratch is kind of like chemistry, if you don't follow ingredients list and cooking directions, there is no guarantee that it will come out as desired.

Some minor changes can make it a little better for your own taste, whereas if you take something out you may not like for example, it can take away alot from the recipe.
