she also has lots of toys, a metal vet approved cage and we talk to her at least 2 hrs a day.

It's just what birds do... I used to have a parakeet and it almost seemed like that was her hobby! They do that kind of stuff when they're trimming their beak, or feel threatened.

This sounds like a definate problem especially as she is picking at plastic on it or paint. Try putting cuttle bone in the cage or a grit block and replacing the perches with sticks (preferably with bark on them)hopefully these things will distract them from picking at the bars. Also do they have toys in the cage? As they may be doing this out of boredom and frustration.
If this fails try to find a wire cage without the plastic coating.

Does she have a cuttle bone to chew? Maybe she just wants to chew something? Then again, if she's never done this before and you've had her for 7 years, you may want to keep an eye on her. Make sure she's eating and pooping normally. If not, take her to the vet.

go to pet supply store and get her a couple of cuddle bones that attach to the bars and gives her something to wear down and sharpen her beak. don't you read up on your pets or are you the typical loony who buys a kitty or a bird and watch them die out of your ignorance?

well i dont know what animal it is but if its in a cage then try to give her stuff that is like very chewable
