It is important you talk to her about this. Sometimes people behave in certain ways without realising how much they are hurting you, and because they feel you guys are already close, they don't feel you have to explain or go extra miles for each other. So she may, or may not, be unaware about her behaviour. If she means alot to you, talk to her first and watch for a change, no matter how little. But, if you really think she's not worth it, then go ahead and move on. However, are you sure you are not too clingy yourself? Just a thought, cos if you are, then it doesn't matter if it's this friend or another one, you'll keep having this same issue.

We all know hat kind of person, but are not always aware of it. My sister was best friend with a girl for 40 years. And it was - to us looking from the outside - allways a one way relationship, as my sister was there for her any time she needed help, which was quite often. They were both married, and the 4 of them had a friendship. My sister was at the age of 15 forced by our mother to give away/adopt her baby boy, and it was a deep secret which nobody ever dared to think about, let alone speak about in our family. Our mom had us all by the throut. But it affected my sister every day of her life, allways thinking about him, looking for someone that age, as the years went by. It was heartbreaking, but what could she do? 22 years later her son managed to find his birth mother (my sister) and called her, to tell her he wanted her in his life, which had been good. They met, she told her husband, and he was very cool about it. But it was so overwhelming, that first week, that when her friend came over for coffee, she burst out, and told her about it.From that day, this "girlfriend" threatened to tell everyone, if my sister did not do as she was told, lending money, driving, and so forth. Sister decided to end this, and gathered our family, told the sad story, informed her "friend", and has never spoken to her again. Been ten years now. But the friend keeps calling, and said it was only a joke. I am a lawyer, and have advised my sister to file a complaint at the police station, to stop this invation of her privacy. We just have to see what happens next. It is no priority there I`m afraid.

I really didn't read through your whole question as I think you asked it very succinctly to begin with.
I did read the best friend part... and I have to ask... how does this person qualify as a best friend... in no way is my answer.
My answer to you is this person isn't your best friend.
No reason to worry about it. Move on and make some real friends... and when this person wants to hang out with you, if you are available and it sounds like fun, then you can.
Just don't put so much emphasis on this "friendship".

Never assume someone "knows" what you need (assume means "A$S out of U and ME". But if you feel you really cannot talk to her then I think you are right to not go running so quickly when she calls, but will you be able to hold out? Good luck to you and God Bless.
