Go to start, then run. Type in devmgmt.msc
Does the CD player have a red x or yellow ! on it? Right click on it to enable the device. The issue is probably driver related. If you only have 98, good luck finding a driver that works.
If you can't find the driver, let us know what model you have (look after you do the devmgmt thing)

First, check the device driver to see if it is working:

To open Device Manager, click Start,
point to Settings,
and then click Control Panel.
Double-click System.
On the Hardware tab,
click Device Manager.
Right-cl the item to be checked and select Properties.

You should be told whether or not the item is working properly. You can also update the driver from here.

If it is working properly, check whether or not it is set to autoplay:

Is your PC set on "autorun"?
I have mine disabled. This gives me a chance to insert the CD and click the icon to run when I am ready.

On this PC, I open My Computer, right-click on the drive and select Properties. Click the "autoplay" tab.

It may be worded differently on your PC. Cl Start, cl Help. Search for "autorun."
