(if you are truly keeping your tv at a reasonable level of sound) unless it's after like 9 or 10 at night you are perfectly within your rights to enjoy your home too. you do what you can to not disturb your neighbor's but don't sacrifice your own home life to them either....make the proper complaint's and ignore the rude neighbor. If this goes to all out war then you don't want to end up looking like the idiot here...go directly to management to help resolve the problem and lodge a complaint about the floor stomping...let them handle it ...It's part of what you pay them for....

Some people hear better than others. I used to live in an apartment where I could hear everything from the floor above. I could tell what tv show was on, what radio station was playing, what video game...etc. This guy would pound up the outside stairs so that my windows rattled and then stomp through every room in his apartment. I complained of the noise only to have him turn off his stuff, stomp downstairs, bang on my door, barge into the living room where he sat in the middle of the floor and stated I was nuts because he couldn't hear a thing!
Now I live on the upper floor of a house and I hear everything (even throat clearing and farts) from downstairs so I believe they hear as much from me - I keep the TV lowered and use the closed captioning option. They tell me that they cannot hear a thing but since I hear them peeing I am not so sure!
So short of putting up recording studio foam on the ceiling, try the subtitle route!

I would definitely ask him to stop stomping on the floor-- that's rude and it doesn't really make you feel motivated to fix anything does it? I like the noise cancellation idea-- maybe you could get it for him as a good will gesture? You would definitely be going out of your way but it would show you're the bigger person. And if he doesn't want it you could always return it...

Be a good neighbour.
This could escalate to a full-out war...
You wouldn't like it if he was disturbing you either. By law he is entitled to "peaceful enjoyment" of his premises. You can be turfed if you become too much of a nuisance.
You can do one of 4 things:
1. get earphones for your TV
2. suggest that he get a carpet to help insulate the sound.
3. talk to your landlord about the sound problem. (maybe he will insulate the ceiling.)

Years ago I had the same neighbor, I swear! Even at 7:00 at night he would pound to tell me that something was too loud for his liking.
So, yeah, because I liked that apartment so much, I used closed captioning and got earphones. That is apartment life for you! Good luck.

Would moving the TV help?
Maybe if the speaker were in a different position, it wouldn't resonate as much?
Maybe consider putting sound dampeners on the walls closest to the speaker? After all it is YOU who wants to hear the TV, NOT your walls and furniture.

Oh well, that's apartment life! I have the same situation - tell him to get a noise cancellation machine or a water fountain. There are worse things in this world to be irritated by.

I'd call the police and explain your side of the situation. Show him how quiet you keep your tv. And ask him if he could please speak with the man upstairs about this, and also tell him to stop stomping on the floor and bothering you.

Tell him his humming is annoying because, it's a tune nobody know's ! Get out the broom handle and bang the ceiling, or wait until 3 AM and play 2 seconds of AC/DC fully cranked, then bang on the ceiling with the broom handle, as if it was him making the noise.

Butterflies ? no no longer truly possibly a feeling of arousal , no longer bodily aroused yet mentally and emotionally aroused , must be actual although finding on how plenty you cherished the guy and have been involved in them .
