You may have luck putting a puppy pad there, as it has an attractant scent.
However, I like to use sand, as dogs like to go in sand, as it doesn't get their feet wet. You can get a bag or two from any garden center or builder's supply.

The best way to get your dog to relieve itself i one area is to take it to that area while on leash and have it do its business there repeatedly. There is a receptacle you can purchase that goes in the ground that collects the waste product once you collect it and deposit it there. It's like a doggie septic system. Once you collect and deposit the "goods" you add a chemical that helps it breakdown and its eventually reabsorbed into the soil. Doggie Doolie I believe it's called.

Yes! There is a product called Pee Post. It is plastic and sort of looks like a large screw. It is treated with a scent that is supposed to attract dogs. I don't know many people who have used it, but I have talked to at least one person who found it very helpful.

put a stick in the ground and have another dog pee on it- when he smells it, he will have to go there as well. That is all I can think of.

yup.. make a dog post..
attach his chain to that every time you put him outside to go the bathroom.. and dont clean up the poo for a little bit so he/she can smell it there. then after a while he/she will get used to always going in that area to use the potty...
or you can also make your dog his/her own outdoor bathroom. like a sandbox. that he/she can dig in and use as its own area. you always bring him/her there and he/she should get useds to it.
good luck
