Buy a used headlight at a junkyard. It should be around $30-50$ If you get a new one it wont be more than $150 or so!

Go to Autozone or Checker or NAPA. A headlight on most cars is very easy to replace. You unplug one socket, remove the holding screws, screw in new headlight, plug socket in.
DONE.

I don't think they were that expensive, though I haven't changed a headlight in some time. Your best bet is to call a parts store and get a price for a headlight.

there are LOTS of different model VW's... ones that use a sealed beam lamp are easy to fix. Old beetles would require you to replace the cover glass (about $10 at JC Whitney).

Newer ones with a reflectorized housing will require some cost.

BUT since you didn't identify your car that is the best that I can do.

smear some silicone over it. no water,
wait til it burns out, then worry about how much it costs. an that depends on how new it is.
