The carotid restraint is a method used on resisting or combative suspects to briefly restrict blood flow from the carotid artery (on the neck) to the brain thereby causing unconsciousness for several seconds. This incapacitation will hopefully give the officer sufficient time to handcuff or otherwise restrain the suspect.
Second, when an officer is permitted to use carotid restraints will depend on agency policy. It is generally considered to be on a level of force somewhere above chemical agents (OC or CS/CN), but beneath deadly force - perhaps the same as a baton.
Third, training generally discourages the use of a carotid restraint multiple times on the same suspect.
And the fourth question cannot be answered completely. There may be a few states that prohibit carotid restraints, but most will allow them under certain circumstances.

As for African Americans having some sort of genetic disposition, which Daryl Gates, former Chief of LAPD said, is a lie and unfounded.
