A Jaffa Cake is considered to be a cake because if it is left in the open it becomes dry. A biscuit will go soft if it is left in the open. That is the difference.

Jaffa Cakes were called 'Jaffa Cakes' many years before value added tax (VAT) was introduced in the UK, so that didn't have anything to do with the name.

What does it matter what they are anyway?
Jaffa Cakes are made to be eaten, not studied or argued about. Come on, we are all wasting valueable munching time here !

Was he thinking of Carrot Cakes when he said 'Woman who cooks carrots and peas in the same pot is unhygenic' ?

It's a cake. The clue is in the name - Jaffa 'Cake'! A biscuit is baked twice and a cake only once.
