This may or may not be of help, but here goes... Years ago when I took pilot training, it was common practice for my instructor to have me fly low (less than 500 ft) over a winding river with lots of 'S' turns, following as precisely as possible, the contour of the river. Now I suppose that in the absence of an old windy river, a country road could be substituted. If such is the case, then it seems to reason that an extra degree of difficulty would be added if the student had not only the contour of the road, but the velocity to match as well (a scenerio not possible on a river). The fact that a pretty girl is involved would add incentive for the student, I would think. Although from your point of view I could see how distressful it might be. Hope this helps....

Make a complaint to the nearest RAF base in your area. There is a ceiling on how low civil or air force aircraft can fly, and if they breach this regulation they can be prosecuted. There is enough noise with police helicoptors without any others.

We're near a RAF base and they're always flying quite low, but not really like that.

No - it's illegal, it's called 'buzzing'.
Complain to both the police AND an RAF base nearest you, they will know who was flying in the area.
