Yes to your last question. Every state has one or the other, I've never seen both.
State Police is probably a more logical term, since they do more than just patrol highways, although that is their primary function. Almost all other aspects of law enforcement are handled by local autorities.

Depending on the state, they can be two different agencies. In most states they are the same thing just go by a different name depending on the state.
If the state has both highway patrol and state police then the state police usually perform more of a protective detail for the governor, state buildings and prisoner transports from the state courts.

The state "patrol" conducts patrol upon the highways and roadways within the state or within the state jurisdiction.
The county patrols do the same except within the county jurisdiction and the police within the police jurisdiction.
Although city and county police may become involved in more serious investigations concerning homicides, thefts, etc., that doesn't exclude the state police from performing the same type investigations. All agencies have qualified personnel for doing everything from general traffic enforcement to the most serious criminal investigations.

In Arizona they are the same thing. It falls under the department of public safety. Highway patrol (state police) are the exact same thing. It all depends when the agency was created in your state and what its original purpose was and what it developed into. Highway patrol has full authority, much like a local police officer, not just on the highway.

In Ohio, the Highway Patrol only has jurisdiction on state property, which is why the riots at Kent State U. got out of hand. There is a difference between the two types of organizations.
