Ok, so me and 2 of my friends (Tommy & Marcus) are pretty close, and Tommy likes Marcus's cousin, and Marcus is really proctective of her because she's like his little sister, Tommy is like wanting to make a move but he always asks me before he does for some reason, and i have no idea what to tell him, is it wrong because his closest friend is related to his possible girlfriend? Basically my question is what to tell Tommy to do

Theres nothing wrong with Tommy going out with his cousin, but Marcus has to be okay with it. If tommy fools around without tommy knowing, it would just be the insult of the friendship they share. you can tell him this. Marcus has every right to expect this spec of loyalty from his friend.
However if you really believe that marcus or his cousin would not be hurt by tommy due to this, you could speak to marcus and make him understand and respect their choice.

Bro's before Ho's...haven't you ever heard that?
There's a reason Marcus doesn't want Tommy dating his cousin. Maybe he thinks Tommy won't treat her good (since you all are friends, M knows how T treats the women in his life), or maybe M's cousin has high standards and would just reject T and hurt him...whatever the reason, Marcus said no and Tommy should respect that.
If Tommy pursues her and does start dating her, chances are the friendship will be forever scarred and basically over. Tommy and M's cousin will break up (it always happens in these situations) and Tommy will forever regret not following the Bro's before Ho's rule.

Tell him to ask this Marcus guy if it is ok if he does make a move. If he says no, then forget it. There is no use losing a best bud for a girl. Trust me.

tell him to ask marcus if he can bang his cousin and cheat on her.... or if he's too sissy to ask (like a real man would do).. then just date her on the side..
