No, the aspect ratio for VGA is 4:3, not 16:9. Neither does VGA have the resolution of HD (if you were to letterbox it).

SVGA comes close to the resolution needed for HD, and you could letterbox it to simulate HD. XGA has the resolution for HD, but you need to letterbox it for the aspect ratio.
