Not if you want a hassle free adoption. I might add if you want a cheap child you're embarking on the wrong endeavor. Paying for the attorney is the least of your worries. Speech therapy, braces, special classes, shoes, coats, birthday presents bicycles. Man if you don't want to pay the attorney you don't need a child. Those of us that gave birth don't get them for free check out the cost at your local hospital of course you can only get a guestimate because the possibility for things going wrong are outrageous and the prices goes up with every incident. Good luck but really you sound like you need to rethink the whole thing. If I sound harsh I am sorry parenting is not a lucrative endeavor and paying for things is just what we do from getting them to getting them out of the house when the time comes and if you're not ready and willing to work hard to do those things then you're not ready to parent.

Goto your local Probate Court. They will give you all the paperwork you need. Included in that paperwork will be questions about last known address of biological parent. If unknown, truely unknown, then the child's name will be listed in the local newspaper for 6 weeks and if noone comes forward, you get to adopt your step-child for pretty much nothing, just court fees.
