I dont mind adopting from a shelter but I do prefer a female but will accept a male.

you dont state whether you want an inside our an outside
for inside i would go for a minature schnauzer.. they are friendly and mind well plus they dont shed..
for outside a jack russell is great!

How about a Basenji (they are at your upper size limit 18 to 20 for a female and 20 to 24 for a male), but they are great dogs.

1. Low maintance, they clean themselves
2. Good for apartments, they don't bark
3. Crate train well
4. Like people, a little standoffish from other dogs
5. A little stuborn (OK a lot stuborn)but lovable.

Just my opinion, and I will admit to being biased. I've had a Basenji for 9 and a half years now. (in an apartment the entire time)

Dachsunds are awesome dogs- small, not too girly, very affectionate with other dogs and kids and whatnot. I think you may also enjoy a pug, because they are very sweet and affectionate and they are so cute and roly-poly. Personally, I have an English bulldog that I love like other people love their children, but you wouldn't like having a bulldog because he weighs about 60 lbs. Pugs are the next best thing, in my opinion...

How about Pomeranian, Maltese, Yorkshire terrier, silky terrier, Chihuahua?
I have a silky terrier. He is a typical terrier but he's my baby! Very adorable too!
Check out www.dogbreedinfo.com. I believe there is a quiz on there that you can type in certain requirements and see a list. Or you can just type in any breed and it will give you a lot of information.

Teacup chihuahua's dont get over 10 pounds or Jack russel terriers would be good. Try www.petharbor.com to find one

chiuahuah, pug, boston terrier, pomeranian, I prefer boston terrier, they are friendly, will play, learn fast, and they listen, they are not rough fighters
