1. Of course it's not wrong to like her. The only question is whether it would be wrong to do something about it.
2. Grabbing the rear end of a stranger is NEVER the right thing thing to do (a few bizarre emergency, party, or medical professional situations excepted).
3. If you're young enough that it would be a crime for her to have sex with you, don't have sex with her! Don't consider it.
4. Compliment her. She obviously wants your attention; the compliment would please her. "You look great. You make me wish our age and marital status were such that I could do something about it" -- well, that's not exactly the first thing one says to a stranger. But if you can get up to that point in a conversation you can both enjoy it, before you go your separate ways.
