All the world's (official) lotteries have agreed not to poach on each other's territory ... so, they do not make out-of-state orders of tickets available over the internet. However, they will honour all tickets sold by their own agents (shops). So ... the answer is that "on-line sales" to non-residents are discouraged BUT you can win if you have a ticket/chance bought for you within the game's jurisdiction. You can try - https://members.lottoexchange.com - a ticket buying service for some major games.
