Rumpus - a noisy clamor. Hence, why the name was given to the room that was bascially the kid's playroom - they could be noisy there if they wanted to.
Not just for little kids though. Could also apply to a room that teens or adults had for playing games in - like pool, ping-pong, etc.
But as someone else said, it's a barely-used term anymore.

That's a question for Baby boomers. When I was growing up a rompus (rumpus) room was a playroom where children could be themselves without worrying about being neat. All their toys and games were in the rumpus room.

This is a room where the children can play or as indicated "romp". That means jump and dance or whatever. So everything in this room should be stable and nothing to fall over on them. Free of clutter and placement of toys in a safe place out of the "romping" space.
Plentyof outside light is helpful because children will play more in that well lit room. Provide a sun shade for afternoon damping of the bright light but allowing sun to seep thru.
Make the flooring of a easy to clean surface so you don't spend hours cleaning up that room. Be sure to cover outlets as well as children tend to stick things in them if left open. You want this as a safe place to play. Allowing children to have lots of playing space will help them develop their motor skills.

It's a family entertainment room. It could have a TV, a pool table, plastic furniture and toys in it, depending on the age and interests of your family. It's generally a very casual room that you don't worry about getting messy. It's a room where the kids can wrestle around and not worry about getting yelled at.
