Wow, this would be easy if you were in Philly, but the easiet background check you can do for free is a local one.
Go to the city's website of the person's home town and see if you can find information or a website for their municipal or criminal court. Most of the time, these websites have dockets which can give you information if that person was ever arrested.
Catch - If they move around a lot, it would be hard to do. If they used a fake name, it would be hard to do.
You can always google their name, and see what happens and what you find.
