More specifically, hashish and/or heroin. Yes. The Taliban are basically religious hillbillies with guns on drugs- they would be as perfectly at home in our trailer parks on our welfare dole as they are in their caves on Al Quaeda's welfare dole. But they would have to switch to Meth and listen to different music.
Perhaps part of the strategy is to consolidate drug production in "known" areas and starve out all the little "unknowns". Police do this- that's why you see the same guy standing on the corner in the Tenderloin day after day- the cops would rather know who is running things and smash him only when he goes too far (rather than not know where its coming from).
The governments fighting the wars aren't going to reveal their strategies, because they won't be effective if they do, but that's what I think.

The Taliban pay their fighters about US$200 a month.
"Well if you're a drug lord who is making millions and millions and millions of dollars, is it worth paying guys $200 to fight so that the coalition doesn't come into your valley?"
Imagine, the highest-ranking police officer makes about $80 per month...
