what does a person do, step by step, to "label" a phone with a different number?

Of course - someone has relabeled a phone so that it claims to be from one number while the code numbers inside are different. When you call back, the system looks up the number you dialed to get the phone code numbers and finds that it has been disabled. Probably because it was stolen.
