me and this guy have been kicking it for like 8 months and we talk on the phone all day every day and we even spend time together but he claims he would like to be my boyfriend only he does'nt want a girlfriend right now what does that mean is he still in love with his ex girlfriend or he just don't like me on that level what do u think. No we haven't even had sex yet and we r definitly not on that level.

ok he just need some space right now you cant rush these things he has to think about if he'll hurt you or himself or his ex he's probally still recovering from his other break up

he could just be afraid to commit because of his past relationship, where he may have been really hurt, and just doesnt want to experience that pain again so soon. if hes paying for the phone calls and is paying for things when you go out, then you obviously mean something to him because most guys dont throw money away. and hes obviously not after getting into your pants because you havnt done it yet, and hes still ringing you up andspedning time with you.
try sit him down and ask him does he like you and where is this relationship going to end, will we become a couple or not? and tell him if its not going to go any further, tell him you are no longer sure if you want to be a maybe couple anymore. and just see what he says

perhaps he means what he says. He doesn't want a girlfriend right now. Or it could mean maybe he doesnt like you in that way and sees you only as a good friend and thats his way of telling you trying not to hurt your feelings.
