It usually means "for a very long time..." The cows leave to graze in the morning and come back near nightfall. So it is like saying you can do something for a long time or you do something all day. I often is used to say that no matter how long you keep doing something it will make no difference.
"You can complain until the cows come home and it still won't get the problem solved."

Cows come home from grazing all day (ie: back to the barn) in evening to be milked, so that time of day would be dusk or early evening.

Just means to wait....you never know for how long. Kind of along the same expression as "When Pigs Fly"
