Most pregnancy support centers have some. Mostly infant, but I see toddler seats there too. Let me see if I can find you one.

probably WIC. But theres also great cheap seats you can use depending on the age of the toddler at walmart you can get the cosco Touriva around $50 is a great car seat will last maybe for a child up to 3 years old. how old is your child and better yet what is the torso height? measuring from bottom to shoulder when u sit your child against the wall . This way i can recommend you some great car seats.

The one's at pregancy centers are donated and might have been used.

If you are in the Military, try your family support center. You can also try the local fire department or highway patrol. They'll give you a brand new seat right out of the box!!

your local salvation army or goodwill industries. police station is a good source for that informayion also.
in the blue pages of your phone book department of welfare public assistance office can and will guide you to free seats if nothings available to you.if i wasnt so far id come there and buy you one
