PETA is "People for the Ethical Treatment of Animals" so he wouldn't be a "petafile" but a "pedophile" if he were an adult participating in inappropriate behavior with children.
Discuss this situation with your brother and see if he will stop. If he gives you the brush-off, take it up with your parents.

if there is an adult that you believe that you can talk to then you should do so. This is not acceptable behavior for a 19yr old to being doing to a 13yr old so let someone know and take it from there the sooner your brother gets help the better and you should also try to talk to your friend about what happened.

What is it?3 or 13.? It doesn't matter. He could be arrested for that behaviour! Tell him if he wants to know what a breast feels like, find someone his own age. I think you should tell your parents because you don't know that that girl didn't go home and tell her mommy and daddy that he touched her. Your parents definitely should talk to him. Don't accept any excuses either. There's no excuse to touch a child like that.
One the flip side- Society has changed alot and there are a lot of young girls having sex. But....It's not right!!!!!!!!!

He is 19 and should know better. She is 13 and still a child. If someone did that to my 13 year old daughter I would want to know about it. I suggest you talk to your parents. He should not be touching little girls. You are right to concerned.

Talk to your brother and let him know what you witnessed. If he has a "thing" for little girls, then yes, he would be classed as a pedophile and this is something to be very concerned about.
He might need help.

im gonna give you some advice, because i know you love your brother, i wont be mean and cruel like others....you should tell him that it isn't right for him to be touching a minor..just let him know how you feel about it..if it continues, then tell him you may be forced to take legal actions..maybr your friend provoked it..maybe she is into your brother..if that's the case, let er know how much you love your brother and how you wouldn't want to see him go to jail because of her. good luck and i hope i was a help

Yes . Your friend could report him and then he would have a record . Touching of a minor is a crime . And 13 is a minor . Help stop it before it starts ,

You need to report that behavior right away to an adult you trust. Immediately, now! A parent, a counselor, somebody.
That behavior is not acceptable, and it is not normal. And, it is too big for you to handle on your own.

He needs to learn the laws in the U.S or he will find himself locked up or beat up by that girls father.What was he thinking?You cant even do that if a person is of age (sexual Assault). You cant touch anybody inappropriately unless they are of age and they say its okay.
