How did you ever get into college without even being able to spell it??

That aside, Colleges are being watched because of illegal downloading, and most colleges, though not all, block P2P client downloading for a number of reasons, including risk of viruses, and liability for students using it this way. The RIAA has requested a number of colleges to provide information on students who do illegal downloading.

Your college probably has it blocked. If they didn't, people would suck up all the university's bandwidth with torrent traffic. Also, since most people use torrents to download illegal material (software, music and movies) the university could face criminal or civil charges for allowing it to happen. Most universities find it easier to just block the traffic and expel anyone who tries to circumvent their blocks.
