He doesn't have a problem at all! That's part of the grooming process. They are on their feet all the time so they require a little extra grooming. I have an African Grey and believe me, unless you see blood, don't give it a second thought. Be glad it occupies it's time that way and not by plucking out it's feathers.

it might have a rash. But if hes really hurting himself maybe its a form of ocd and you need to contact a vet right away. He could possibly be doing self harm?
im not a doctor or a vet but thats what it may sound like. Please contact you vert and may want to look at your parrot and give it something to calm his nerves or behavior. Try doing some research on the computer on African Grey parrots. Maybe its common for that type of bird

Your bird might have a shin infection or irritation...my guess is that you should probably take it to the vet or the situation might just get worse.

if it is making its self bleed,then he might have a skin problem.take him to the veterinarian and get him looked at.
